ENERGY EFFICIENT MINISTRY
The Ministry of Investment and Development of the Republic of Kazakhstan, being the authorized body in the field of energy saving and energy efficiency improvement, conducts energy saving and energy efficiency improvement measures by its own example. So in 2016, as part of the implementation of the 59th step of the National Plan, a project called "Energy Efficient MINISTRY"was launched.
Since 2016, the first republican ESCO PPP project in the field of energy saving and energy efficiency improvement has been implemented- "Modernization and operation of the lighting system of the Transport Tower ATC building".
As part of the project, a PPP agreement was signed between the Ministry of Investment of the Republic of Kazakhstan and the domestic manufacturer of LED equipment - Led System Media LLP. The project provides for the replacement of more than 13 thousand lighting sources with LED analogues, the installation of 130 motion sensors and maintenance of the lighting system for 6 years. The share of local content in the installed equipment is 93%.
The implementation of the project will ensure a reduction in energy consumption, budget savings and the introduction of modern technologies. The annual energy savings will amount to more than half a million kilowatts, or in monetary terms more than 8 million tenge.
Savings will also be achieved due to the absence of the need to purchase and install fluorescent lamps, starters and chokes, as well as the disposal of mercury-containing lamps. For example: more than one million tenge was spent annually on the purchase of fluorescent lamps alone.
To date, the Ministry is already working on the installation of new LED lighting sources.
Also, within the framework of the Memorandum of Cooperation between the Ministry of Foreign Affairs of the Republic of Kazakhstan and Saiman Corporation LLP, a system for monitoring electricity consumption(ASKUE) was introduced. There are 47 metering devices and corresponding software installed in the Transport Tower building. This system allows you to keep records of electricity consumption online, monitor and analyze data, and, if necessary, remotely turn off the power.
In addition, one of the most effective energy saving measures is the introduction of an energy management system in accordance with the international standard "ISO 50001". For this purpose, together with the American Agency for International Development (USAID), training seminars were held for all employees of the Ministry of Foreign Affairs of the Republic of Kazakhstan, a system for monitoring heat energy consumption in the building was introduced, and all relevant documentation was developed.
