Discount program and discussion of issues of increasing energy efficiency of the economy of Kazakhstan

On September 4, a press conference was held on improving energy efficiency economy of Kazakhstan. According to the International Energy Agency,

the economy of our country continues to be one of the most energy-intensive in the world. Today, Kazakhstan ranks 119th out of 147 countries and is 3.5 times higher than the average level of the OECD countries (0.12 tons of oil equivalent per thousand dollars in 2010 prices).

Meanwhile, according to the results of the energy audit of the main industrial enterprises, the average energy saving potential in the country was determined at the level of 10%, in public sector energy savings can reach 40%. In order to realize this potential, the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan has completed work on a key document in the field of energy efficiency. The concept of the draft amendments to the legislation on energy saving and improvement energy efficiency was approved and formed the basis of the corresponding bill.

Legislative changes such as the improvement of the State energy register, energy audit systems, implementation of requirements for energy efficiency of industrial equipment and household appliances and others the measures will significantly reduce the energy intensity of the country's economy.

 

So, according to UNDP in Kazakhstan, in industry the main consumer of electricity are electric motors and transformers, and in everyday life - refrigerators and air conditioners. Electricity consumption in Kazakhstan in 2015 with the use of refrigerators and air conditioners, motors and transformers amounted to about 40 TWh. “Without limiting electricity consumption when using these types of equipment, consumption by 2030 will increase to 87 TWh, which is more than half of the country's total energy balance,” such figures were announced by Vitaliy Vremish, Deputy Resident Representative of the Program UN development in Kazakhstan

 

As part of measures to stimulate energy conservation, a discount program was launched in September 2019 in the cities of Nur-Sultan, Almaty, Karaganda, Pavlodar and Aktobe.

The discount program makes it possible to donate old household appliances for free in specialized service for further disposal and receive a special certificate. Buyers will be able to take advantage of the discount when purchasing a new an energy efficient refrigerator in the Tekhnodom and Dream stores.

The successful implementation of the program allowed attracting corporate capital (Bosch, LG) to continue the practice of discounts on energy efficient machinery and equipment. As part of the second phase (from September 1 to November 1, 2019) of the program, Kazakhstanis will be able to use 2,500 certificates with a nominal value of 16,500 tenge, as well as receive an additional discount from the largest manufacturers of electronic and electrical equipment.

The program was developed by the Project of the Government of the Republic of Kazakhstan and the United Nations Development Program with financial support from the GEF "Standards, Certification and Labeling energy efficiency of electrical household appliances and equipment in Kazakhstan "together with partners represented by Operator ROP LLP, trading houses Technodom, Dream and Bosch and LG.
